When someone decides to ask you if they can follow you on Twitter they are basically asking if the two of you can be friends. Short is not a bad thing - If you can't attract a viewer in the first few seconds then they are lost.
Keep it useful - Are you offering consistent useful information?
Do you give multiple ways to connect with you on and off Twitter? Do you have ample examples of your work?
Is it interesting - Why would someone talk to you? Are you posing questions frequently? If you can get someone into a discussion with you then you will be able to begin to discover their needs.
